Job Description
CEF is aSchedule 2 state owned diversified energy company reporting to the Departmentof Mineral & Petroleum Resources. The Mandate of CEF is to contribute tothe security of energy supply of South Africa and the Region throughexploration, acquisition, development, marketing and strategic partnership. Itis derived from the CEF Act (No 38 of 1977) and the Ministerial directivesissued thereafter.
JOB PURPOSE:The Human Capital Data and InsightsSpecialist is responsible for ensuring the accuracy, integrity, consistency andcredibility of Human Capital data across Corporate Services. The role providesexpert-level assurance, analysis and best-practice alignment of HR data tosupport evidence-based planning, reporting and executive decision-making.
REQUIREDMINIMUM QUALIFICATIONS AND EXPERIENCE:- BCom Honours degree (NQF8) in Human ResourcesManagement, Data Analytics, Statistics, Information Management, or relatedfield.
- Minimum of 5 to 8 years' relevant experience indata analysis, reporting, and quality assurance, preferably within a corporateservices, public sector or relevant environment.
- Proven experience engaging with senior andexecutive stakeholders.
- Demonstrated track record of improving data qualityand reporting credibility.
- HR Analytics, data governance or BI certificationis required.
- Master's degree (NQF 9) in Human ResourcesManagement, Data Analytics, Statistics, Information Management or relatedqualification will serve as an added advantage.
- Knowledge of HRIS, facilities, and corporate governance metrics.
- SharePoint, Power Automate and HRIS familiarity.
- Understanding of public sector reporting requirements and compliancestandards is desirable
- Familiarity with qualitymanagement principles and continuous improvement methodologies.
- Knowledge on data governance, data integrity, and data lifecyclemanagement
- Strong analytical and problem-solving skills.
- Proficiency in data analysis and dashboarddevelopment
- Visualisation tools (Excel, Power BI, SQL,etc.).

- Validate the completeness,accuracy and consistency of all departmental data submitted for reporting.
- Identify data anomalies, gaps,duplications or inaccuracies; conduct root-cause analysis; and recommendcorrective actions.
- Maintain master datasets andensure single source of truth across all CS functions.
- Develop and maintain processesto ensure data accuracy, completeness, and consistency across CorporateServices units.
- Conduct regular data audits toensure accuracy, consistency, and completeness
- Implement data governancepractices, including version control, standardised definitions, and master datamanagement.
- Support policy compliancemonitoring by providing evidence-basedinsights on process effectiveness.
- Consolidate monthly, quarterly and annual data forthe entire Corporate Services portfolio to support relevant reporting.
- Develop dashboards and analytics (PowerBI/Excel/SharePoint) for GE: CS and relevant governance committees.
- Prepare data packs by synthesising metrics acrossHRBP, L&D, Wellness, REM, OD, Corporate Affairs and Facilities and submitto Group HRBP to include in EXCO/Board/Committee reporting.
- Translate complex data into actionable insights,trends, risks and recommendations.
- Support AGM and Corporate Plan reporting throughrobust metrics and analysis.
- Analyse HC data to identify trends, risks andworkforce implications.
- Translate data into meaningful insights to supportworkforce planning, capability planning and organisational decision-making.
- Support scenario planning and evidence-basedstrategic discussions.
- Align HC metrics and reporting approaches withleading HR analytics and public-sector best practices.
- Benchmark HC indicators where appropriate andrecommend improvements.
- Advise HC leaders on improving data capture,interpretation and use=
- Overseeintegrity of HRIS data and reporting outputs (without system administration).
- Identifyopportunities for standardisation, automation and reporting efficiencies.
- Maintaincentral reporting tools, SharePoint lists, databases and analytics models.
- Collaboratewith HR Systems, ICT and OD to standardise data definitions and reportingstructures.
- Ensurealignment between operational systems (e.g., payroll, HRIS, LMS, facilitiessystems) and Corporate Services reporting requirements.
- Supportautomation initiatives (Power Automate, SharePoint workflows) to improve datareliability and efficiency
- Prepare audit-ready datasets and documentation forinternal/external auditors.
- Ensure adherence to data protection andconfidentiality governance (POPIA, PFMA, internal controls).
- Monitor compliance with reporting standards andescalate material discrepancies
- Act as a central liaisonbetween Corporate Services functions to ensure alignment of data standards andreporting practices.
- Partner with IT andexternal vendors to streamline system integration and automation.
- Provide training andsupport to Corporate Services staff on data quality practices and usage ofdashboards.
- Challenge inconsistent orpoor-quality data constructively and professionally.
- Act as a trusted advisorto the GE: Corporate Services on HCdata matters
