POSITION PURPOSE

The Site Lead/ FM is responsible for the planning, organizing, and directing the activities of the assigned KC Portfolio. Active role and interface with the SPOC and Regional FM Representative of KC and relationship managers or Shift Leads. Oversees contracts, procures & manages third party services and service contracts, and directs maintenance procedures. Ensure that all the Mill, grounds, and equipment are well maintained and in optimal working condition. Ensure that all operations are in accordance with established health and safety regulations. Ensure that services obtained are of acceptable quality at the least possible cost. Key interfaces with KC Security and EHS Leaders, External parties - Vendors and Services Providers, Local authorities, government, SA Police Services, Fire Department.

KEY RESPONSIBILITIES

To manage the routine operational aspect of the facilities in the portfolio allocated to the Site Lead. The operational requirements are to be managed to ensure the KC Contract requirements are fulfilled thereby minimising penalties and eliminating poor service delivery. The Site Lead must meet all the requirements as listed under the key performance areas simultaneously.

  • Provide, enhance, develop and implement superior facility management principles to ensure facilities activities are conducted at the highest quality and standards and in accordance with relevant regulations and laws.
  • Enhance, develop and implement facility management principles, processes to manage facility complaints, maintenance plans, EHS, Fire and Security compliance.
  • Oversee and evaluate contractor / services provider's and exercise independent judgment and/or functional work direction of contractors and department members to ensure the combination of quality, service and price is optimized.
  • Oversee the corrective and preventative maintenance and administration of the site and related equipment and facilities.
  • Maintain adequate sources of supply and service delivery, initiate procurement of all services and related work equipment.
  • Drive and initiate cost reduction initiatives & innovation.
KEY OBJECTIVES
  1. 1.1 KC Contract Agreement

    Review and obtain thorough understanding of the KC Contract Agreement

    • Review Contract Agreement, Schedules and FM Output Specifications for all services and related contract documentation and correspondence.
    • Review SLA requirements as defined in the MDA document.
    • Clear understanding of the Contract requirements.
    • A clear understanding of SLA requirements.
  2. 1.2 Contractor Output

    Ensure contractor performance & outputs are in line with Broll's main contract requirements.

    • Monitor contractor output & performance on a regular basis. Track non-conformances and take remedial action a.s.a.p.
    • Document & report non-compliances which could or will attract penalties as per SLA document.
    • Daily usage of reports indicating open & close calls & required action taken.
    • Proof of documents recorded.
  3. 1.3 Technical Services

    Delivery of PPM's and Proactive & Reactive maintenance services for the client's assets.

    • Review and carry out performance audits to ensure:
    • PPM tasks and frequencies are carried out in accordance with the set schedules.
    • Contractors are carrying out their duties in accordance with service requirements.
    • Quality of work is of acceptable standard.
    • Documentary proof of audits.
    • PPM's are completed on time and as per schedule.
    • Governance reports must indicate acceptable standards and client satisfaction.
    • No acceptance of sub-standard work.
  4. 1.4 Soft Services

    Delivery of PPM's and Proactive & Reactive maintenance services

    • Review and carry out performance audits to ensure:
    • PPM tasks and frequencies are carried out in accordance with the set schedules.
    • Contractors are carrying out their duties in accordance with service requirements.
    • Quality of work is of acceptable standard.
  5. 1.5 Management and Operational Staff

    Meet and consult with management and site staff. Provide and implement recommendations to improve service delivery.

    • Ensure site & contractor staff outputs are in line with the strategic and operational objectives of
    • KC Contract Agreement.
    • FM Output Specifications.
    • Best practice service delivery.
    • Manage site labour relation issues in accordance with Policies and Procedures and statutory requirements.
  6. 1.6 Customer relationship

    Develop effective and customer focused and proactive relationships at all levels in the customer chain.

    • Develop effective communication lines and relationships with customers on site including:
    • The Regional FM
    • SPOC
    • EHS Manager
  7. 1.7 Occupational Health & Safety

    Ensure compliance of obligations and responsibilities to the Occupational Health & Safety Act and statutory requirements.

    • Ensure that inspections of H&S related activities and performance are done by the H&S Officer.
    • Take strategic and operational action as required on an exception basis to resolve issues related to Health & Safety.
    • Quality of H&S files.
  8. 1.8 Monthly Reporting & Reports

    Review Broll monthly RIM report and ensure correctness and completeness of report. ABP or similar facilities report required.

    • Collect and review data as required for capturing in the report on monthly basis.
    • Drafting of ABP's, Backlog, Incident, Progress and other incidental reports.
GENERIC REQUIREMENTS

Flexible and collaborative approach. Tenacity and thoroughness to ensure tasks are completed to the required standards. Organisational sensitivity and integrity. The ability to establish work plans and carry them out unsupervised.

FUNCTIONAL REQUIREMENTS

Ability and confidence to work in legal environment in South Africa and when required in WECA. Knowledge of Commercial and Contract Law. Interpretation and application of legislation e.g. antitrust, anticorruption, corporate matters, regulatory including EHS. Capable of rational and analytic thinking leading to workable solutions which demonstrate sound and unbiased judgment.

EDUCATION/CERTIFICATION

Post matric qualification - and knowledge of mechanical, electrical of building. Additional related maintenance and property management training preferred.

REQUIRED KNOWLEDGE

Excellent understanding of facility and operations management procedures. Knowledge of budgeting, service contracts, and project management.

EXPERIENCE REQUIRED

Five or more years of related experience in a supervisory role.

SKILLS/ABILITIES

Excellent leadership abilities. Able to organise, coordinate, and direct team activities. Strong problem-solving skills. Good communications skills. Able to use all related maintenance equipment and computer applications.
