Position Purpose

To manageand implement Transnet's supplier development strategy within the Division, which encompasses localisation,transformation and growth to meet the objectives of the New Growth Path. Supplier Development provides particularemphasis on Competitive Supplier Development Programme (CSDP), Broad-basedBlack Economic Empowerment (BBBEE), Enterprise Development, PreferentialProcurement and Focused Supplier Development (FSD). To managetransaction-specific supplier development events within the Division in conjunction with theSupplier Development team at Group. To drive the Division's compliance to Transnet's Supplier Development policiesand procedures when procuring goods and services. Manage the tracking and reporting on the Division's Supplier Developmenttransactions and initiatives relating to Opex and Capex for local and importedspend. Plays an active role in effective execution of the integrated SupplyChain Management strategy (iSCM), specifically through participation in theSupplier Development Centre of Excellence (SD COE).

Position Outputs
  1. Supplier development strategy implementation: Manage and drive implementation of Transnet's supplier development processes, policies and procedures within the Division; Ensure that all SD and enterprise development opportunities are identified and supported to maximise benefits to the supplier base and the Division - both for internal businesses and external suppliers (identifying opportunities for Enterprise Development with strategic suppliers, Preferential Procurement spend with strategic suppliers with good BEE contribution levels for strategic commodities and SD opportunities); Develop and manage the Division's supplier development targets for delivery on Transnet-wide strategy; Set appropriate Preferential Procurement targets and ensure set targets are met for the Division; Co-ordinating supplier development strategies across Supply Chain in the Division; and Provide input into Transnet-wide supplier development strategies and targets.

  2. Manage Supplier Development: Support cross-functional sourcing teams and supplier groups to ensure that 'Supplier Development becomes entrenched in the Division; Support sourcing teams with drawing up of evaluation criteria, RFQ documents and support documents for the high value tender gateway review process; Support contract negotiations at the Division to drive supplier development targets; Devise commodity-specific initiatives / targets for supplier development; Internal reporting of contract data / KPIs; Manage the Division's relationship with one or more national and multinational suppliers; Co-ordinate incubation & supplier development opportunities; Manage the Division's relationship with multiple fledgling suppliers related to the core business; Provide advice to the commodity teams on possible joint ventures between traditional suppliers and SMME and/or suppliers with good BEE contribution levels; Provide inputs on BBBEE matters; Proactively expedite certification requirements; Implement and monitor supplier performance measures; Initiate and conclude investigations into potential serious cases of non-adherence to prescribed BBBEE procedures; Provide ongoing training and support to procurement personnel on BEE legislation and regulations; and Ensure that all suppliers are registered.

  3. Supplier Development monitoring and reporting: Adhere to reporting templates and timelines for supplier development data and ensure that all reporting requirements are met; Manage the collation and consolidation of regular reports on BBBEE spend for the Division in line with specified reporting templates; Manage the analysis and reporting on supplier development performance within the Division structures; Highlight achievement of SD targets on a monthly, quarterly and annual basis on divisional and group levels; Internal reporting of contract data / KPIs; Facilitate auditing of SD reports; and Collect and share supplier development successes.

  4. Manage key stakeholder relationships Active participation and the Division's representative on the Supplier Development COE. Support Employment Equity, Skills Development and Social Development aspects of the Division's BBBEE strategy in so far as co-ordination of accurate information gathering and reporting; Continuous stakeholder management to share the Division's supplier development plans and strategies, achievement against plans and strategies for progressive economic development (new enterprise development, job creation, etc.). Establish relevant industry networks with established industry bodies, such as Railways and Harbours Association to engage on how the Division will work with them to drive achievement of agreed upon supplier development targets and facilitate conclusion of formal agreements and industry targets; Participate in relevant government forums to keep abreast of subject matter trends and contribute thought leadership to current debates; Participate in forums such as State Owned Enterprise Procurement Forum (SOEPF); Network with supplier forums, Preferential Procurement practitioners within Transnet, Government Departments, Parastatals and other organisations; Facilitate business relationships with emerging companies, including SMME's; and Provide guidance to emerging entrepreneurs.

  5. Management of the Supplier Development function: Contribute to management team activities within the context of the new iSCM Strategy and business objectives; Implement training and create awareness on supplier development related issues including Preferential Procurement and Enterprise Development; Lobby executive support and line management buy-in for relevant SD initiatives; Deploy skills development initiatives within immediate team for delivery of capacity development initiatives, in line with Human Capital COE strategies; and Implement and manage succession planning within the immediate team.

Qualifications and Experience

A relevant Bachelor's degree in commercial and Supply Chain Management is required, preferably with a post-graduate business degree. At least 8 years' relevant experience in management in the supply chain management function.
