Job Purpose
The Department of Local Government, Western Cape Government has opportunities for two (2) suitably qualified and competent individuals to monitor and support municipalities with the implementation of the Municipal Staff Regulations, September 2021.
Qualifications
- An appropriate 3-year National Diploma/B-Degree (equivalent or higher qualification) in Legal/HR or related field
- A minimum of 3 years middle management experience
Key Performance Areas
- Develop and regulate a framework for monitoring all aspects of the Municipal Staff Regulation implementation in Metro and Municipalities
- Collect, collate and validate data and information relating to monitoring outcomes
- Monitor and evaluate implementation of relevant legislation
- Assess and analyse data from Municipalities to conduct diagnostic evaluations and provide support
- Provide input to National and Provincial policy and legislative processes of Municipalities
- Administer the provincial statutory responsibilities with regard to the Municipal Staff Regulations (MSR) and related legislation
- Analyse organisational structures aligned to MSR and provide comments
- Monitor whether municipalities comply with the provisions of the Municipal Staff Regulations and related legislation
- Support municipalities with the implementation of the Municipal Staff Regulations
- Deal with complaints, queries and requests from municipalities, ministerial and departments
- To manage internal human resources and performance management
- To provide the financial management and strategic inputs of the Sub-directorate
Knowledge and Skills
- Knowledge: Organisation design and performance management in a local government context; Municipal Staff Regulations for staff below S56 and related legislation; Public sector reporting procedures; Human Resource Management; Research and analysing
- Skills: Communication (written and verbal); Proven computer literacy in MS Office packages; Presentation skills; Policy analysis and development; Project management; Leadership; Report writing; Ability to interpret and apply policies
Remuneration
All-inclusive salary package of R per annum (Salary level 11)
Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
Notes

One will be a practical exercise to determine a candidate's suitability based on the post's technical and generic requirements and the other must be an integrity (ethical conduct) assessment.
